This survey instrument was developed under the VOICES-WEE Connect study to examine digital connectivity, governance participation, and decision-making among women elected representatives (Sarpanches). The tool captures information on political aspirations, campaign logistics, mobile phone ownership and usage for official duties, authority in Panchayat governance, gender norms, and peer networking. It supports qualitative data collection for the study Bridging the Gendered Digital Connectivity Divide to Empower Women Elected Representatives and Their Constituents.
