This endline survey instrument was developed for an RCT in Samburu County, Kenya, testing the integration of Index-Based Livestock Insurance (IBLI) into BOMA’s Rural Entrepreneurs’ Access Project (REAP). It collects data on household demographics and assets; women’s income, savings, and financial decision-making; uptake and use of IBLI and other financial products; and impacts of REAP on empowerment, livelihoods, and resilience to drought. The instrument supports a long-term evaluation of how hybrid asset-building and risk-protection programs can promote durable poverty alleviation and women’s economic empowerment in pastoralist communities.
