Context
Despite efforts to promote data-driven governance, preserving institutional memory remains neglected. This study investigates how government organisations in Bangladesh manage institutional memory—the accumulation, storage, and transfer of organizational knowledge—amidst expansion and personnel changes. It identifies key challenges, including frequent staff turnover, weak knowledge-sharing systems, and the risk of losing critical institutional knowledge. Through interviews and comparative analysis with similar governance contexts, the research offers practical recommendations to strengthen institutional memory and improve knowledge management in Bangladesh’s public sector.
Objective
The research aims to identify existing practices and key barriers to knowledge retention and transfer within the Bangladesh Civil Service and to draw insights from international best practices to enhance knowledge management and ensure continuity in governance.
Methodology
This study uses a qualitative approach to explore how institutional memory is managed in Bangladesh’s public sector. Through interviews with public officials and process tracing, it examines knowledge retention practices and challenges. It also includes a comparative analysis of international case studies to identify best practices and lessons relevant to improving knowledge management in Bangladesh.
