This cross-sectional analysis assessment will involve preparation, delivery and analysis associated with household survey and focus group discussions (FGDs) across four refugee and host communities in Uganda. The World Bank will work with the office of the Prime Minister (OPM), Ministry of Education and Sports (MoES) and the data collection firm to identify the four locations. The study aims to identify types of relevant economic activities, geographical boundaries of economic activities (catchment areas), types of relevant establishments or informal production/services, associated skills needs, and future jobs/skill needs. It also wants to examine how existing vocational training institutions (VTIs) are catering to the jobs and skills needs.

Context
Previous surveys in refugee and host communities (RHCs) conducted in Uganda by the World Bank’s poverty team & UBOS as well as the education team shed light on the labour market profile of the population in the RHCs such as employment status, main economic activities, and income source. However, these surveys do not collect information on the levels of youth and adult vocational skills that can be used to estimate the skill gaps or needs. This survey aims to provide information for the preparation of diagnostics of job and skill needs within the four refugee and hosting communities outside of Kampala. This information will further play an important role in designing future projects on youth’s skills development by the MoES, NGOs, and donors. The assessment and FGDs will be designed to identify types of relevant economic activities, geographical boundaries of economic activities (catchment areas), types of relevant establishments or informal production/services, associated skills needs, and future jobs/skill needs. The assessment and FGDs will also provide information on how existing VTIs are catering to the jobs and skills needs.

Methodology
This is a cross-sectional situation analysis involving quantitative (questionnaire) and qualitative (FGD and key informant interviews (KIIs) with district-level officials, sub-county and village level officials, NGOs and international agencies, major firms) methods. The study uses probability sampling, systematic random sampling at a household level. The household survey will be delivered to 2,000 working adults (one eligible adult 15-65 per household) in four refugee and host communities. Purposive sampling will be implemented to select KIIs and FGD participants. FGDs will invite 4-8 participants per each group of district-level officials, sub-county and village level officials, NGOs and international agencies, and major firms. A total of 128 KIIs and around 100 VTC will be mapped.
