Mr. Muhammad Musharraf Hossain Bhuiyan, former Cabinet Secretary, Government of Bangladesh is a Senior Advisor at BRAC Institute of Governance and Development (BIGD). He has been Alternate Executive Director of the World Bank Group in Washington, DC from November 2015 to October 2019 representing Bangladesh, Bhutan, India, and Sri Lanka. Mr. Bhuiyan was Cabinet Secretary of the Government of Bangladesh from October 2011 until October 2015. As Cabinet Secretary, he primarily assisted the Cabinet and its major Committees in examining draft laws before sending those to the Parliament as well as making policy decisions. He was also responsible for monitoring implementation of Cabinet decisions. Moreover, he used to monitor and supervise the functions of field administration and ensure coordination among different Ministries/Divisions of the Government. In his capacity as Cabinet Secretary he chaired the Secretaries’ Conference, several Secretaries’ Committees, and the Superior Selection Board (SSB).

Mr. M Musharraf Hossain Bhuiyan earlier worked as Secretary, Economic Relations Division (ERD) of the Ministry of Finance; Secretary, Ministry of Primary and Mass Education (MoPME); Member (Physical Infrastructure) of the Planning Commission; and Chairman of the Bangladesh Oil, Gas and Mineral Corporation (PetroBangla). Mr. Bhuiyan was Commercial Counsellor at the Bangladesh Mission in Dubai. He held various positions in the field administration, including that of a Deputy Commissioner. He was a faculty member at the Bangladesh Public Administration Training Centre (BPATC) and the Rural Development Academy (RDA).

As ERD Secretary, Mr. Musharraf Hossain Bhuiyan was responsible for mobilizing external resources for development and in this respect, used to lead negotiations on behalf of the Government with multilateral and bilateral partners. He was Alternate Governor for Bangladesh in the World Bank, the Asian Development Bank (ADB) and the Islamic Development Bank (IDB). He also served a tenure as Executive Director of IDB. Mr. Bhuiyan was the Chairman of the Board of Directors of the Infrastructure Development Company Limited (IDCOL) and the Infrastructure Investment Facilitation Company (IIFC); a Member of the Board of Trustees of the International Centre for Diarrheal Diseases Research, Bangladesh (ICDDR,B); a Syndicate Member of Jahangirnagar University (JU); and a Member of the Board of Directors of Bangladesh Bank (BB).

Mr. Musharraf Bhuiyan earned his honours and master’s degrees in English Literature from the University of Dhaka. He pursued further studies in public policy at Curtin University, Perth, Australia and at the University of Birmingham, UK. He has, to his credit, more than 20 articles, mostly on public policy and development management, published in different professional journals and newspapers. He has extensively visited various training institutions as a guest speaker. He takes interest in good governance and development effectiveness.

Mr. Bhuiyan was Chairman of Officers’ Club Dhaka and President of Bangladesh Billiards and Snooker Federation. He was also a Vice-President of Bangladesh Scouts.
