Sulla II Interim Report, 1974

The report from 1974 brings forth BRAC’s reflections as an organization and ways it adapted to have a sharper focus on development that would be self-sustainable. From field observations of what worked and what didn’t, a number of organizational and personnel changes had been made. Objectives of this phase were the creation and strengthening of human and institutional infrastructure and as BRAC transitioned from phase I to phase II, there was emphasis on a more integrated model of development. Major programs included Gonokendros, Functional Literacy, Cooperatives, Agriculture, Fisheries, Training Programs, Medical Care and Public Health and Family Planning. Rural women as a group gained increasing importance as BRAC observed how their dependence on male organizers led to exploitation almost inevitably. Programs thus focused on raising the social awareness of women through functional literacy and the formation of women’s cooperatives and working groups. Training all levels of BRAC field workers was integral as the quality of workers would determine the quality of field programs.
