This position paper examines the challenges of ineffective local governance highlighted by the July-August 2024 mass uprising, which exposed structural deficiencies, weak accountability, and limited citizen participation. It underscores the role of local governments in fostering direct democracy, addressing poverty, and advancing SDGs, drawing lessons from Nepal and Sri Lanka’s success in empowering local institutions. Despite their potential, political interference and bureaucratic dominance have hindered progress. The paper proposes actionable reforms to build accountable, equitable, and service-oriented local institutions in rural and urban areas, ensuring resilience and inclusivity in governance.
