Poor governance is a significant contributor to low educational outcomes in Bangladesh. Despite substantial efforts and investments, the quality of primary education remains a persistent concern. Corruption and misgovernance include irregular teacher attendance, misuse of stipends and development funds, inadequate supervision, flawed reporting, and excessive reliance on private tuition. Compounding these challenges, the recent reduction in the national budget allocation for primary and mass education further heightens the need for more efficient governance within the primary education system. This position paper focuses on the governance mechanisms of primary education in Bangladesh.
