This study by BIGD examines institutional memory in the Bangladesh Civil Service, highlighting fragmented, person-dependent knowledge practices and the absence of a dedicated legal or policy framework. Based on qualitative interviews, a BPPA case study, and international comparisons, it finds weak documentation, limited digitization, and poor succession planning. The study recommends a national knowledge management policy, formal handover systems, strengthened digital archives, and targeted training to prevent institutional amnesia.
