Birth Registration in Bangladesh: Challenges from a Citizen’s Perspective

In the Civil Registration System (CRS), Birth Registration (BR) serves as the foundational step in establishing an individual’s identity, recording key biographical information such as name, date of birth, place of birth, and parents’ names. In Bangladesh, birth certificates are required for 18 major government services, including obtaining passports, opening bank accounts, registering marriages, enrolling in schools, and registering land. However, with the implementation of new regulations under The Births and Deaths Registration Act, 2004, in early 2021, several issues have (Ullah, D., 2021) emerged, complicating the birth registration process for authorities, educators, and applicants.

DigiDev researchers led a panel discussion on Birth Registration and Unique Identification at BIGD’s International Conference, featuring key speakers such as Palash Kanti Bala, Registrar General, Office of Registrar General, Birth and Death Registration (ORGBDR), and Ali Akbar Ashrafi, Chief HIU, MIS, DGHS, Ministry of Health and Family Welfare, among others. Following the conference, a set of recommendations was submitted to Mr. Palash Kanti Bala, many of which were gradually adopted in the following years.
