Dr. Mirza M. Hasan, Adjunct Fellow; Mr. Bayezid Hasan, Senior Research Associate and Mr. Mahan Ul Hoque, Research Assistant of BIGD visited Rangpur from 18-21 April 2016, and attended several meetings for the Public Procurement Reform Project-II (PPRP-II). They held the meeting with Rangpur Executive Engineer’s office to discuss about the purpose of the project and for specific project selection purpose for Piloting. They also held meetings with  Rangpur Sadar Upazila Engineers and Mithapukur Upazila Engineers, along with the Citizen Committee and ESDO programme persons.

The Citizen Committee members expressed their opinion about the selected projects considering some indicators like distance, availability of transport etc.  The BIGD team also attended a meeting with Citizen Group of Rangpur Sadar and Mithapukur Upazila where there were discussions on their experiences as well as the strategy.

 

Second Advisory Group Meeting of PPRP II held

The second Advisory Group Meeting, organized by BIGD, was held on the 14 June 2016 at the CPTU Conference Room. The meeting was primarily held to discuss the progress of the implementation of the social accountability component under PPRP II (Extension Phase). Chaired by Ms. Parveen Akhter, Director at CPTU, the meeting was attended by the advisory group members and participants from both CPTU and BIGD.

Md. Rafiqul Islam Talukdar, Senior Program Manager of BIGD, gave a brief overview of the progress of the project. This was followed by a discussion on the piloting of the citizen engagement strategy, led by Dr. Mirza Hassan, Adjunct Fellow at BIGD and Team Leader of the Social Accountability Component of PPRP II. Two key representatives from ASOD and ESDO, the two field implementation partners of BIGD, shared their field experience, including the barriers they sometimes had to face. All the members reinforced the need to be mindful about the Citizen Committees to make sure that they did not try to manipulate the procurement system.

 

First Advisory Group Meeting held

An Advisory Group Meeting of Public Procurement Reform Project (PPRP) -ii (Extension Phase) was held on 19 October, 2015 at the Conference Room, BRAC Institute of Governance and Development (BIGD), BRAC University to discuss the progress of the Social Accountability Component of the PPRP -ii (Extension Phase) in presence of the representatives of the stakeholders to discuss on the inception report and a review of the overall progress of the project. Dr. Minhaj Mahmud, Head of Research, BIGD, and Team Leader of the project chaired the event.

In the meeting, the participants decided to rename the Working Group as the Advisory Group.The discussion points of the meeting also included  technical aspect of the project, PPSC meetings, inception report design and preparation process, different stages, strategies, citizens engagement monitoring stage, the requirement of the citizen committees at upazila level, the venue and date of first PPSC meeting and other relevant issues etc.

PMW, Roads and Highways Department; Nurul Islam Bhuiyan, Chief Engineer, Bangladesh Rural Electrification Board; A.B.M. Ruhunnabi (representing Mr. Mahboob-ul-Kabir), AP, Bangladesh Water Development Board; Khadija Bilkis, Deputy Team Leader, BCCP; Md. Rafiqul Islam Talukdar, Senior Program Manager, BIGD were present as the members of the committee. Also, Dr. Wahid Abdallah, Assistant Professor and Mousumi Ansari, Research Assistant, both of BRAC University;  Dr. Mirza Hassan, Adjunct Fellow, Syeda Salina Aziz, Senior Research Associate; Kaneta Zillur and Nadir Shah, Research Assistants of BIGD; Shafiul Alam, Communications Consultant, CPTU, were also present as non-members.
