Dr. Sultan Hafeez Rahman

Since June 2013, Dr. Sultan Hafeez Rahman is serving as the Executive Director of BRAC Institute of Governance and Development (BIGD), BRAC University. Dr. Rahman is leading the restructuring of BIGD and he is actively involved in research and academic matters (especially on governance and public policy) of the institute. He is also the ex officio member of BIGD Advisory Council.
He started his professional career in Bangladesh Institute of Development Studies (BIDS) in 1975 and joined the Asian Development Bank in September, 1992. He retired from the ADB as Director General, South Asia in June 2012, which was the senior most position held by any Bangladeshi in an international organization.
Dr. Rahman led, from 2010-2012 ADB’s largest department (South Asia) accounting for nearly 40% of ADB’s total assistance. In ADB he led, supervised or undertook the preparation and financing of development projects, country and sector strategies, economic integration, thematic and sector studies, analysis of macroeconomic policy issues, and made seminar contributions to programs in South Asia and South East Asia. He routinely conducted policy dialogue with senior officials and political leaders in all the countries under his portfolio. His work covered the areas of transport, energy, financial sector, urbanization, education, environment and agriculture. He presented papers, participated in and organized many workshops, seminars and conferences around the world throughout his professional career spanning 40 years.
Dr. Rahman has worked on Cambodia, Thailand, Vietnam, Malaysia, Republic of Korea, Indonesia, Kazakhstan, Uzbekistan, India, Pakistan, Afghanistan, Nepal, Bhutan, Sri Lanka, Maldives and Bangladesh, Timore Leste as well as 14 Pacific Island countries.
He also served as a member of several high-level government, regional, and international expert panels, task forces and committees. These included the expert panels of 3rd and 4th Five Year Plans of Bangladesh. In addition, he was Adviser/Consultant to the Ministries of Jute, Industry, Commerce and, Finance and Planning. Dr. Rahman also served as a government-appointed Director of the Board of Directors of the state owned Agrani Bank from 1988-91.
Dr. Rahman served in BIDS from 1975-92. He is a reputed economist and has published on a wide range of economic and policy issues. He was also the Editor of Bangladesh Development Studies (the highly valued journal of BIDS). His current research interests are in the areas of economic growth and inequality, macroeconomic policy, governance, decentralization, regional integration and sustainable development.
Dr. Rahman obtained his Ph.D. and M.A degrees from Stanford University and Vanderbilt University. He was also educated at University of Dhaka, Chittagong University and Faujdarhat Cadet College.
